This law has been brought into<\/strong>\n<strong>force in Portugal and most other EU countries at some point since the gradual<\/strong>\n<strong>implementation of the 1990 Schengen Agreement that aims to stop human trafficking and<\/strong>\n<strong>other illegal practices. In this case, it is specifically Article 45 of the Schengen Agreement<\/strong>\n<strong>and the recent Alojamento Local law in Portugal that has brought this rule into sharper<\/strong>\n<strong>focus.<\/strong>\n<strong>The governing body that monitors the movement of foreigners is SEF (Servi\u00e7o de<\/strong>\n<strong>Estrangeiros e Fronteiras or the Immigration
